India to mandate sound alert systems in EVs, expand charging network
The Ministry of Road Transport and Highways (MoRTH) has issued a draft notification proposing the mandatory installation of an Acoustic Vehicle Alerting System (AVAS) in all electric passenger and goods vehicles to improve road safety. The system, designed to emit artificial sounds, aims to alert pedestrians and other road users to the often silent movement of electric vehicles.
Phased Rollout Timeline
According to the proposed plan, the rollout will take place in two stages:
- From October 1, 2026: All newly introduced models of electric passenger cars, buses and goods vehicles must be fitted with AVAS.
- From October 1, 2027: The requirement will extend to all existing models in the M and N vehicle categories.
These categories cover passenger transport vehicles such as cars and buses (Category M) as well as goods carriers like trucks and commercial vehicles (Category N). The systems must comply with the audibility standards outlined in AIS-173.
Global Practices
Several countries, including the United States, Japan, and members of the European Union, already require hybrid or electric vehicles to have sound alert systems for safety purposes.
Push for EV Charging Infrastructure
Alongside the AVAS proposal, the central government has announced new guidelines for expanding public electric vehicle charging facilities. Backed by an outlay of Rs. 2000 crore under the PM E-DRIVE scheme, the initiative targets the deployment of 72,300 charging stations across the country. Bharat Heavy Electricals Limited (BHEL) has been appointed as the Project Implementation Agency.
Funding will be provided in two stages based on performance benchmarks. Priority will be given to locations such as:
- Cities with populations exceeding one million
- Smart cities and nearby satellite towns
- State capitals
- High-density stretches of national and state highways
- Key transit hubs including airports, railway stations, and fuel outlets
The combined efforts reflect the government’s strategy to strengthen electric mobility while ensuring pedestrian safety and accessibility through reliable charging infrastructure.
